Depends on your motivation for picking them up.

If you're young and trying to play the field then yeah, I think it is.

If you're looking for your future wife/husband then I think the approach should be much different.

This. If you're just trying to pick up one night stands, then yes it's an "art". It's got a lot to do with the way you look, but if you're good at manipulating people through your speech and body language (aka: sociopath) it is a lot easier and there is an "art" to that manipulation.

If you're trying to actually find a rewarding relationship, then no, it's mostly just luck.
