Can some explain the point behind the QB3 rule? Can a coach just make the 3rd QB one of his actives before gameday and avoid it if he wanted to?

My understanding is that IF the coaching staff makes the 3d (emergency) QB active he can go in at anytime and have the other QB's in and out.

However, if the 3d QB is Inactive, if he goes into the game before the 4th quarter, the other two QB's cannot reenter the game. But the 3d QB if Inactive can go into the game in the 4th quarter and play, and if needed the other 2 QB's could go back in.

Check me out....am I correct?
