IMHO, I don't believe this for a second. I think he hears the calls but that's about it.. Davidson is the OC.. the calls are his and his alone.

Sure it's not a three step process. Davidson makes the calls, and if Fox has a problem with it he will speak up. The problem is that Fox only gives him two plays to chose from...and punt is one of them.
