I get it now.

They aren't telling them to stop hitting each other hard, just to stop hitting each other hard in the neck/head area. you can still blow some dude up by nailing him in the chest, just not above it.

some of those look a little borderline though. The merriweather one was blatant, but the martin one the robinson one, and the harrison ones didn't do it for me.

also it seems like Receivers can just lower their heads and draw a penalty for things like this now. seems a bit silly.

Yeah I agree. If a defender targets a receivers chest, but the receiver lowers his head, that would be a penatly although that isn't the defenders fault.

I think it was the schlereth piece where one of the guys said the natural reaction for a receiver getting hit is to tuck in, so a hit to the chest or shoulder turns into the head because a receiver tucks his head down while getting hit. Football is such a split second sport that this will be almost impossible to enforce. If you ask me they need to make a committee that has like 8 current NFL players to judge what's a legit hit and what's all bad. Make it comprised of two qb's, two wr's, two lb's, and two cb's. That way you get perspective from various sides of the ball. At least then it's real NFL guys and not suits determining what is bullshit and what isn't.
