Wow. This thread exploded while I was teaching fourth period.

To clarify the situation here in my district:

It is district policy that we can't give a student less than a 60 on anything.

So, she was probably just passed along until now. This is also compounded by the fact that they don't teach geography anymore because of standarized testing.
