That would prevent owners from relocating a team. Think about how relocating a team really hurts the history, traditions and most of all the fan bases.....(Of course IMHO this would not apply to "band wagon "frachises like Dallas and Pittsburg, who could move to Bora-Bora and Mongolia respectively and I would be happy). Think about the last two relocations-Houston and Cleveland. All they did in the end was quickly replace the markets with more teams. Of course we all know it's about the $$$$ and not common sense.
