4. The Texans (not fair, but they still haven't made playoffs)

The Cardinals would have to be the worst. Their one of the oldest franchises and still nothing.

The Browns and Lions at least had periods of dominance.

I don't know how you could make this list and not leave out the Browns. The Texans are too new. That isn't fair. I know the Panthers have had great success early on, but that's very rare and heck, just look at the Texans... to know how lucky we are!
