I don't think cars work that way. You pay the sales tax on a newly purchased car when you register it in the state you live in. If not, everyone from VA on up the East coast would be buying their cars in Delaware where there is no sales tax.

In Saltman's case though he is not buying a car, he is just needng to change the state it is registered in which is not the same situation so sales tax shouldn't be an issue I wouldn't think.

in Alberta there is no sales tax, so people from BC come here all the time to buy new cars. Think they changed it recently though that when that guy from BC gets home and tried to register it, they get screwed for pretty much the equivalent of the sales tax they would have paid.

I waited about four months after I moved to Georgia to change my plates. The people at the plate office don't care and don't ask any questions. Every single one of them looks like they hate their job. They get enough crap from people all day that they don't need to go looking for another argument. Technically, if you got pulled over and told the officer the truth - that you've resided in Georgia for two years - he can write you a ticket and a judge can issue a fine up to $100. Just go do it. You'll have to pay the ad valorem tax and some minor tag transfer fee ($30 or something) but you won't get fined or anything at the tag office for the delay.
