I would just buy another bottle from them online and have them ship it to your father. It might cost more but its the safe bet. I mean I really dont think there is a loop hole in this one that dose not involve the ATF calling you if you get caught.

The worst that could happen is that he'll receive a nasty letter from the ATF and the bottle will be confiscated. No jail time or fine for first time offenses in this matter.

But what's more likely to happen is that if you pack it safely and mail it, then it will arrive safely in a few days.
