I don't see the whole tweener thing, he's an ILB who can play outside too

Play him at ILB on early downs and move him to the edge on pass downs

Picking in the Top 10, you go best player available regardless of position, in my opinion. Drafting to fill holes outside of QB rarely works well because the comparative value added of a hole filler versus the best player is lower.
