Wasn't there a deadline to sign it?

That deadline was for he and his agent to negotiate with other teams, and seek an offer elsewhere...

Now, only we can negotiate with other teams... but we can't trade him until he signs it, because technically he isn't under contract...

I asked the league about this via email, and here is the original email I sent and the response to it:

I was wondering if a team can trade the "rights" of a Restricted Free Agent whom has not signed his tender, or do they have to wait until the player signs their tender?

As per my understanding, up until the recent deadline, an RFA whom had not signed their tender from their original club could negotiate with other teams. Now, the only option is to sign the original team's tender or hold out.

Players must be under contract (which includes a signed tender) to be traded. Prior to the April 15 deadline, you are correct, RFAs were able to negotiate with other clubs.

    • I'm salty every time I see someones mid picks become stars while we throw first and second rounders over and over and they all stink outside of Tet (who still has a lot to prove, imo)
    • There is a contingent that is total Bryce but they weathervane with the wind. When the good Bryce wind blows about once or twice a month we hear a lot from them. But they are always pro Bryce, they just don’t pipe up too much when he sucks. I can’t speak for them, as far as what they are looking at.    In a second contingent, the collective mind is made up. He has had had basically three years worth of starts that might include a top tier outing or two, a few second tier outings, offset by about the same number of bottom tier outings which actually may have the edge there.  The rest of his stuff is third tier and that is going to be the bulk of his starts. We want to move on. And we aren’t getting off of that hill until he puts us off of it. He has not.    There is a third contingent that has no conviction and definitely weather vanes. Bryce is good. Bryce isn’t good. Depending on the latest game. They will buy into 7 on 7 success so that should tell you something. 
    • Nacua is really fuging good. He might be a better version of Cooper Kupp.
