They've just run through a series of somewhat tough to very tough defenses, and now their schedule eases up dramatically. They've got Vegas, NYG, Commanders, and us to finish the season. They're probably assuming Kirk can do enough to win against weaker defenses, and they don't want to drop a winnable game because of a rookie's first start.
