For sure. I think Burns on an already very good defense would be a really exciting player. But he's just not consistent enough, especially in the run game.  A good enough D could make up for that a little... In an average or bad D he's just a liability on a lot of plays.

I've never bought into the idea that teams intentionally tank or that the NFL is rigged.

People lose their jobs, and sometimes their careers, during losing seasons. I have a hard time believing that anybody in the NFL is noble enough to risk that sort of thing "for the good of the team".

Sometimes, teams, coaches and players are just legitimately terrible.
