Evero's scheme, preparation and play calls have always been his problem since he's been a DC. He could have a top 10 defensive roster and they'd still give up 30+ points to average NFL offenses

Not necessarily. Get Brown back, add a couple mid-level FA LBs, and get a CB to put opposite of Horn. Injuries just decimated an already thin roster.
