How are they sure our starters are even starters without playing them in live games.

The post I quoted said that we were the only team doing it.  I pointed out that statement was inaccurate. 

Also, we played the starters in preseason last year, and we were the worst team.  Which means playing them in preseason didn't help.

17 teams chose to rest all or most of their starters. More than half.

I think the starters will probably play a drive or two this week. Surely, the plan is not to sit them the ENTIRE pre-season. 

Give them 10-15 game reps before we start the regular season.

The reality of the situation is:

#1: As many stated, reduce injury and have all starters 100% at the start of the season

#2: Evaluating the back end of the roster for depth and rotation.

And finally:

#3: The first team already got their reps in the joint practice with the Jets so I am not sure how 10 reps or so will really make that much of a difference.

The next game against Bills will probably be the game where some of the starters play but don't expect it to be a lot... Again, pre- season is really about evaluating the whole roster.

Starters have been taking games off for a few years now. Of course, a lot of them wouldn't be starters on other NFL teams, so, yeah, mail it in.
