While there's no ceiling on how much teams can spend on players, there's also no floor dictating the minimum that must be spent.

Nearly two weeks since the free agency market opened, NFL teams — in the final year of a labor deal with players — haven't exactly rolled out the Brinks trucks. About a dozen teams currently have salary cap-calculated payrolls under $107.7 million — which was the floor amount last year, when teams were capped at $128 million.

That's a third of the league.

Whilst some teams have not made high profile cuts like we have, they have in fact gone below the cap from last year, which can only suggest they have been cutting players too.
