Just an afterthought to how much I hate the idea: Would pretty much eliminate the 4-3 defense from the league.

Oh God. That rule will never pass, but at this rate by 2020 the field will be 50 yards long and there will be no run plays. That way we can all see more of what the casual football "fans" want: passes, scoring, sacks, and interceptions.
