Seems like a no brainer call BUT it's more complicated than it seems.  Herbert has had a full week of practice.   He is the #1 RB.   Seems projected to play. They have to activate him today off IR.    So that complicates it.

There's a little more to unpack than just the obvious.  Here are a few considerations.

First, Chicago has played 9 games and half the league has only played 8.  So they have an extra game worth of yardage to consider there.  If you pivot to per game averages to account for this they move up to 28th in pass defense.

However, if you look a little closer at that 28th ranking you'll find their season is really a tale of two halves so far.  The first 5 games they gave up 286 on average which would be dead last in the league.  Their most recent 4 games they've only averaged 220 allowed, which would be good for 15th ranked pass defense.

It's probably most fair to say that Chicago's pass defense is a bit unpredictable.  They held Cousins to 174 yards just a few weeks ago in their best showing and gave up 359 to Howell in their worst showing.

Easily Foreman.  He is a must-start this week IMO.  And he'd be a flex-candidate even if Herbert was playing, which he isn't.  We are giving up 120 yards, 4.8 YPC, and 1.3 TDs per game against RBs this season.  And we probably aren't shutting out the Bears and he is their best red-zone runner, so he should be good for at least one TD tonight.  I think you have to play him.

Bears run defense is damn good and Panthers are a pass-heavy team.  We are more likely to abandon the run than we are to stay committed to Hubbard.  We also suck in the red-zone and in short-yardage so a Hubbard TD isn't as likely as a Foreman one.  I think even if Herbert ends up playing, Foreman should be good for 10 touches or so.

Yeah Herbert is supposedly out as of a few hours ago, and they're playing with a backup QB. Also Blackshear can snake some Chuba snaps even if Sanders is still in the dog house

Bears DBs are actually the strength of the defense.  The problem with their pass defense is the defensive line. They get no pressure on opposing QBs, which makes the DBs to have to cover a WR for an eternity. Montez Sweat has only had one game so tough to tell how he will impact the past rush.
