I wouldn't say clearly. I think Billick called it right that there was not enough there to overturn the call on the field.

Actually I believe I heard Billick change his mind and say that there was contact with the legs. And guess what, the video showed there was contact. Guess what else? If your down, and there is contact, then the play is over
