Hitler was "ok" but he was no Joseph Stalin.
Stalin was ruthless. An estimated 20 million killed during his reign, but upwards if you include the famines he created. The only difference is he did not focus on one group he just hated everyone. If ever there are two people playing cards in hell it's Stalin and Hitler. Brilliant minds and excellent leadership ability used for pure evil.

The other difference between Stalin and Hitler was that Stalin generally didn't attack his neighbors, unless a good opportunity presented itself (poland after Germany, Finland, and Japan towards the end of the war). And Stalin was just evil, not necessarily insane. Hitler was both evil and towards the later stages of the war, Insane.
