I do not know about who owns what at this stage 

The article is insinuating  that Payton want to be assured that the compensation (#1 pick plus more) was understood by both teams before he interviewed with them

Denver is QB locked for several years unless Payton thinks he can find one in the 2nd or 3rd round.

Also, to clarify, this doesn't mean that Denver definitely wants Payton, or that Peyton definitely wants Denver.

Nah. They've got permission. But from what I've read other teams will be given permission and agree to requested compensation as well
