No, no he doesn't. RG3 was more of a runner than Young. Young is a passer first and foremost. His scrambling ability is also more like prime Russell Wilson. As for weight/muscle, he can add that. His height is what it is though.

I'm assuming college rules are different because I though the receiver wouldn't be considered down until touched and they weren't before rolling into the end zone.

Yeah, you don't have to be touched down in college. 

But you do have to have possession to be down.
