Rivera was a much better coach than Rhule but I don't know that he had enough to build a Superbowl caliber team that wasn't completely on the back of a superstar. 

Sure, but that was a classic Rivera 8-8 team that stumbled into being 6-2 at the halfway point. Cam didn't notably fall off until week 14 and during that time they regressed to the mean and showed what they actually were. The whole '6-2' thing is just not what it seemed.

Depends on how you structure the team...

The "one highly paid superstar surrounded by a bunch of cheap knockoffs" formula hasn't been all that successful.

As to Rivera, both he and John Fox produced decent seasons, but neither produced consistency.

The truly great coaches don't just flash once in a while. They win on a regular basis.

Rivera's reputation has always been inflated outside of the fanbase as well. He's got a great resume if you're just looking at the bullet points and not his actual coaching.
