I'm not a fan of Tepper's, but Rock Hill dropped the ball. Sure, they made a terrible deal, but they signed on the bottom line and promised to make a sizeable amount of money available for the development. They failed, tried to come up with an alternative and Tepper didn't bite. Rock Hill bit off more than it could chew.

You know why…because the municipality is going to lose a ton of tax revenue from property. Income, and tourism tax dollars. The municipality played hardball and lost their tax money. Not Teppers tax money.

One of the issues is Rock Hill and public officials could have never predicted the pandemic which hurt the financial obligation. I don't believe the city or county can raise the money to fill the $225M financial obligation.
