Something I don't understand is going into this week with only 52 guys on the active roster when we are allowed up to 55.

So they traded for a damaged player with an injury that keeps coming back? But will heal with a “proper” off-season as opposed to the 0ff-season he just had that evidently didn’t do the job?

Good catch. Is this a common thing for clubs to do this? 
 

wouldn’t surprise me if Ruhle doesn’t know how many guys he’s allowed to have

Picking up a player with potential down the road isn’t a bad thing. I mean the Niners went all in on a QB that’s going to need a few years to develop. You don’t trade a future 3rd and get an immediate shutdown QB.

Shaq was fine before this season, just overpaid. He was living up to his contract this year.
