prices are based on future deliveries, so a drop suggests no issue with the next shipment (that we know of)

That is a big part of it.  For the little local place I go to, I notice they always set their price a couple of cents lower than the big Sheetz gas station down the road, in order to get people to stop, and maybe come by and buy a few of the 2 dollar snacks inside.
