Albert Breer's latest mailbag has some info relevant to this question.

First off, Breer says any team wanting Garoppolo is going to need to offer the 49ers a first round pick (not up for that).

Regarding the Panthers, Breer seems to lend some credence to the notion that the Panthers don't necessarily "love" all of the quarterbacks in the "top four".

Quoting:

The one thing I would caution anyone from doing here, though, is assuming that the top five quarterbacks are all seen as worthy of a top-10 pick by every team. It doesn’t work that way.

He believes we would trade up to five if someone we did love fell out, but also points out that the Bengals are in position to demand a high price in return.

Failing that, Breer definitely believes that trading for Sam Darnold is possible, and even seems to think it might be a good idea.
