You have to level up and then it becomes available. I dont remember what level, its ok...kinda reminds me of SOCOM, but I dont really like 3rd person.

My bad, it actually not certain maps, but certain game modes. If you go to the multiplayer game mode menu, you should see it down the list some. It will be grayed out until you level up enough to play it.
