The OP asked 2 specific questions...simply answered them and provided the rationale for my position.

While within the context of the Appaloosa Model there's zero chance Tepper would allow anyone to commit funds of that consequence to Teddy's contract without his full-approval...

...if you are up for providing it I am willing to listen to your thesis and promise to do so with an open mind.

It has nothing to do with my thesis.  You've stated this like a million times.  We got it. 

I'm not sold that Tepper has the final decision on every move that we make.  

You may believe that he is a Jerry Jones of the Panthers.  I DON"T

Rhule definitely has a big voice on all football operations --- he, Hurney & Tepper constitute the Office of the Chairman.

How will you feel if nothing changes?

More specifically, "bringing in a GM" implies inserting a new football-ops executive who is clearly senior to Rhule/Hurney, and junior to Tepper...

...if this doesn't happen will you be concerned?

He's stated many times that he would not be 100% involved in day to day operations. 

Obviously he has a vested interest but he's not going to override decision the FOOTBALL MINDS say is best for the team.  If he was going to be involved he would not hire a GM and would do as JJ does.

Has he said that?

In real life we know he basically closed down Appaloosa Management (turned it into a family office), moved to Charlotte, and now works out of the Panthers offices full-time.

"Football" isn't that complicated and nobody in the organization is as smart as Tepper --- he absolutely will override a decision if need be.   However, that's the beauty of the collaborative Appaloosa Model, almost never gets to that.

Tepper hasn't hired a GM.....  (we all know Marty doesn't constitute one, a GM that is)

There have already been changes.

Besides Samir Suleiman being added to handle all contract negotiations and salary cap issues, two of Matt Rhule's people have been given prominent positions within the front office. Pat Stewart is now the Director of Player Personnel (a position that's generally just a step below GM) and Sean Padden is listed as Vice President of Football Operations.

Between contract expirations and standard annual turnover, you'll probably see Matt Rhule's influence expand further next year and in the years to come.

But none of them are senior to Hurney & Rhule.  Simple version of the org chart:

                                   Tepper

                           Hurney <----> Rhule

                              Everyone Else

I don't expect Tepper to insert a new level/position between himself and Hurney/Rhule...

...he may add one or more on their same level but if so that wouldn't constitute "hiring a GM".

Actually, Igo was correct about what's been happening with Marty's responsibilities.

Used to be that Marty had a hand in pretty much everything within the front office, but that's been greatly diversified recently. And it's notable that two of the more senior guys in that setup are Matt Rhule cronies.

Throw in that Matt Rhule has a seven year contract while, barring news that right now nobody much is expecting, Marty is employed by the Panthers until June... maybe.
