It does, I've seen that happen before. Makes no sense to me but that is the rule.

In a situation like that, they should put more time back on the clock too. That penalty essentially did nothing for the Eagles due to only two seconds remaining.

I’d love if they gave up two different 100 yard rushers in the same game.  After watching our pathetic display today it’d give me a semblance of positivity
