So what exactly does Marty Hurney do?

Exactly and he still holds lots of power. Hell he hired Rhule as well. We would like to this this stinky pile of poo isn't in the middle of the room uncleaned but that's exactly what's happening.

I don't get the Huddle fascination with Hurney, I really don't.  It's a wildly inconsistent and rabid group on this topic.

Clearly, no one here is close to the Panthers.  We're all "outside" looking in.  We don't know what Hurney is bringing to the table.  What we do know is that our owner has no problem getting rid of pieces he doesn't like.  Obviously, Tepper sees something valuable there.

We're getting hung up on his "title" and the "baggage" instead of asking how the team is doing right now.  Our draft last year seems pretty darn good.  We haven't broken the bank for any questionable veterans.  The team is playing hard and trending up.

People point at the new staff headed by Rhule and say things like "It's all on Rhule" when speaking about the last draft.  Ok, fine.  Why is it not "All on Rivera" in prior years?  The inconsistency here is maddening.  The truth is probably somewhere in between.  The most likely scenario is that Hurney is someone who heavily weighs and listens to others, in addition to using his own input.  It would explain a lot of decisions in the past, as well as the recent changes.

That consensus building trait is one that Tepper loves, and would go a long way toward explaining why Tepper values him.

If things go great, the credit mostly goes to Rhule.  If things go poorly, it's on Hurney.

And I don't feel for Hurney as he's collecting these fat checks.

But at the end of the day, as fans we have to realize if not accept that Tepper could have canned Hurney and choose not to, and Rhule certainly could have gotten rid of Hurney IMO if he didn't want to join the Panthers with Hurney still being around.

Both these men see value in having Hurney around, even if it has become a more of a job in title only.

I have had the same thoughts--and last season's draft was obviously played by Rhule's rules, and it was successful.  That is not to suggest that we could not upgrade or this model is sustainable.  Here is why:

Rhule wins players over through emotion and they are loyal to him.  A relationship is always easier in the beginning than after several years---so they will need a GM that is removed from the coach-player relationship.  Rhule is more Pete Carroll, nothing like Bill Bellichick.

Emotion clouds judgement.  Even in college, Rhule never had a program for more than 3 years---Honeymoon periods.  Sustainable loyalty means that there must be separation between the GM and the coach, in my opinion--if you motivate the way Rhule motivates.  Just my theory.

If he scouted Chinn and Brown and Herbert--he could be looking at risk.

The first round picks carry the most risk---so character and getting to know the player in his environment are probably factors you do not care as much about on day 3.  So maybe Marty is that guy--yes, scouts the player, but talks to coaches, teammates, etc. to get a grasp of the player. 

Chinn is a player (I am guessing) Rhule wanted, but he is a risk because he was from a small school.  Marty has learned about drafting small schoolers.  I think Chinn was the pick in the second round had YGM not been there.  So maybe he is the character judge.

Just a random thought.
