That is really how you have to look at it.  They needed a bridge.  They had nothing, and had Herbert dropped to us last year, he'd be a Panther.  This year, their are five first round QBs, it seems. I cannot not see us leaving round 1 without a QB.

Not really.  Washington has two games against SF and Seattle.  They probably beat SF, and lose to Seattle (maybe).  Split those two, and then their last two games are very winnable for them.  The Giants have a tougher time with Cleveland, Baltimore and Zona, but if they can beat Seattle, then the Cardinals and Baltimore are certainly possible.
