Illegal forward pass

An illegal forward pass is a penalty in Football that is called on the offensive teams when a second forward pass occurs following a forward pass or when a forward pass occurs after the passer has crossed the line of scrimmage. This penalty results in a 5 yard loss from the spot of the foul and a loss of down.

They didn't take the down, just backed them up five yards.

Yeah I could've sworn it was a loss of down too so I looked it up as well. I think the issue is that it falls under scenario B since he back peddled behind the line before throwing it, which does not result in a loss of down. 

Penalties:

(a)  For  a  forward  pass  from  beyond  the  line:  Loss  of  down  and  five  yards  from  the  spot  of  the pass.  See  14-8-2.  See  S.N.  3  below.

(b)  For  a  second  forward  pass  from  behind  the  line,  or  for  a  forward  pass  that  was  thrown  after the  ball  returned  behind  the  line:  Loss  of  five  yards.

(c)  For  a  forward  pass  that  is  thrown  by  Team  B,  or  for  a  forward  pass  that  is  thrown  by  Team  A after  a  change  of  possession:  Loss  of  five  yards  from  the  spot  of  the  pass.
