Not true. His issues in Pittsburgh and Oakland were 100% locker room issues. How Tomlin keep him reigned in for as long as he did is beyond me.

He spent 8 years in Pittsburgh. 6 of them he was grossly productive, even in his last season. 

His issues in Oakland came down to a change in helmets. 

Those aren't locker room issues.
