I think he is running a lot of clear out routes as well. With Samuel having to split carries in the back field, we don't have a respectable deep runner, so we are leveraging Moore there.

Your perception of all day and mine are quite different.  Just because he isn't constantly running for his life does not mean he's got all day.  Most of the time when receivers are open deep he doesn't have the time to get the ball to them (there's a reason they're open deep ... )
