In terms of roster building those are the absolute least important units.

 

You need lines and more importantly a good qb.

Panthers have definitely been spoiled at LB for pretty much the entire existence of the team. Shaq clearly benefitted from playing next to Luke and TD and cashed in. He's not on their level and might never be, but it's unfair to ask him to be an elite level player like that. That's just the standard that was set on this team. This is maybe the worst LB corp the Panthers have had since 2011.
