It honestly wasn’t that well thrown it was just incredibly blown coverage and the safety took a horrible angle. Most of his throws past 10+ yards today have looked pretty bad. He’s an NFL QB so he’ll get one now and then, it’s more about the body of work.

It was perfectly thrown for the situation.  He got some air under it and allowed the receiver to run to it.  

That being said, TB's arm strength hasn't looked great, although at this point I am not sure if that is on him or the oline or receivers or some combination thereof.
