Or, we could tests and let the players play who aren't positive (the vast majority).  

There are plenty of acceptable outcomes and ways to handle things besides the extreme ridiculous examples you suggest. Imagine playing with 30 players who still didn't get sick or losing your QB or star player for weeks while they recover. Or paying big bucks to watch a dozen practice squad guys start.

There are many ways to handle things. There will be nothing to handle if there is no season.

The sad thing is that what you're seeing right now is this virus spreading in a slower fashion in terms of R0. It'll be a lot more contagious this fall and winter.

this is why I don't think it is realistic to have anything close to a normal NFL season.  and teams are too massive to really quarantine an entire team for weeks...

Very true. We’re all being unrealistic thinking we can make this thing go away forever.

Masks are shown to help substantially, but folks seem to be allergic to them.

Yeah, I agree. Even though the actual danger to the average NFL player is probably far lower than to the rest of the population, we are still in the Coronaverse.
