My guess is that due to Thanksgiving falling on week 12, they (for whatever reason) want no teams on bye.

Thanksgiving falls in week 12 a lot.  It appears that the league is tinkering with its thinking on that week.  This year there are no byes, but then byes in week 13.  In 2018 it fell in week 12, and they had the Chiefs and Rams on bye.  In 2017 it hit in week 12, but there were no byes as ALL byes were completed by week 11.  In 2016 they had the same scenario as this year, with no teams on bye in week 12 Thanksgiving week, but the Titans and Browns had a bye in week 13.  In 2015 Thanksgiving landed in week 12, but no teams were on bye as ALL teams had completed their byes by week 11.
