Florio: league source predicted that the Saints and Panthers will be sanctioned for draft violation

It will come down to what the agent says when they ask. If he says there was an agreement in place it will be harder to refute . It is also possible the agent said there was a deal in place to Payton for leverage and there wasn't.

All they gotta say is "Yeah, we told him that if he didn't get drafted, we'd like to bring him in. Never talked numbers." The bigger deal would be how the Saints found out about it. If anything, his agent was playing a game that insures his client won't get picked up by anybody.

The league has to know better that to trust Lord Bountygate's word. His bitterness is palpable.  Suspended for bounties, getting cheated by bad calls in playoffs, Coronavirus---I guess he hit his breaking point. Sean Payton's look alike. : minnesotavikings

"Carolina clearly violated the rule. They had an agreement with Stevens. We apparently made an offer, which turns into an agreement if accepted. Gray area.

And did we couch it speculatively? Perhaps the communication was: 'Please don't immediately sign with Carolina after the draft. We should be in a position to guarantee you twice as much money after the draft. I'll give you a call then.' Is that a violation?

Does the NFL rulebook define "agreement"? Otherwise, it's pretty ambiguous."

Theres no proof a deal was agreed, Payton side is assumption. All teams starting in the 5th round make calls to players and lose talk is made. If the panthers are guilty so are the saints and the other 30 teams.
