A lot of folks were touted as being great at the end of training camp last season: Cam, Paradis, Olsen, KK, Gerald McCoy, Bruce Irvin, etc... Yeah, I think we should probably just bury everything from 2019 except for CMC's performance.

They want fantasy football rosters where first round picks are sitting on the bench because the team is so deep top to bottom.  In reality there is going to be a drop off in talent as you go through the depth chart.  Samuel will probably never be a #1, but a solid #2/#3?  Sure, and that's exactly what he was drafted for.  A play maker that's going to impact a handful of plays a game.  He was never intended to be a primary target that's going to get 100 yards a game or routinely post 1000 yard seasons.

DJ was ninth in the NFL in yards last year. Higher than Nuk Hopkins, Mike Evans, and Stefon Diggs. He's a legit #1.

It's the chicken and the egg scenario.  Are our WRs so very average or was it the inconsistent QB play?  I'm going with the later one.

He had 87 receptions and averaged 13.5 yards a catch. very similar to Jarvis Landry who had 14 yards per catch. Purely a possession guy who only had 4 touchdowns. Evans had twice as many touchdowns and averaged 4 more yards per catch.

I'm not sure what your point is--his YPC is higher than Michael Thomas, Keenan Allen, and, again, DeAndre Hopkins, all clear-cut, productive first options. It's half a yard lower than Julio Jones'. He only had 4 TD's but receiving TD's are infamously inconsistent year-to-year and the Panthers O only passed for 17 TD's anyway. DJ had nearly 1,200 yards in his age-22 season. He's good. A #1.

Yep--that's using a fourth to move up and grab a guy who should be just as good and will be cost-controlled for three years longer. It values Samuel as about a fourth-round pick on the Chase Stuart chart, which seems like about what we would get for him in a straight up trade.
