For what it's worth, Matt Rhule did say that Marty Hurney has final say in the draft.

I don't think he is passing the buck, I think he is just being politically correct and not trying to sound like he's dismissing Marty.  In this case, he still has to maintain a working relationship with him (at least for the time being), and so he is placating Marty a bit (similar to what Tepper did when he let Rivera go).  

Just looking at all the moves the team has made, it is clear that it is not Marty making the calls.  My guess is that Hurney is only here in an advisory capacity since there is no one on staff who has fully run an offseason and draft before (for the process, not the picks).  I'm sure they are letting Marty have his "input," but then doing whatever they want to do anyway.

I also wouldn't be surprised if Rhule was also speaking to GM/Asst. GM candidates to let them know that he is not looking to have complete control.  From the beginning Matt has said he doesn't want full control, but he does want some say in personnel decisions.

right. There are 100,000 land minds to navigate through now a days and it gets even worse if you piss the media off
