What players would have to still be on the board for you to not want a trade down

Actually a lot of GMs fall into that thinking, but history probably tells us otherwise.  

Is you chance of helping your team with pick 7, really that much better than 12 and 60?

Picking the best player and adding the most talent to your team is two different things.

I agree 

Being stuck on picking a particular player with your top draft pick sells that you believe your team is only one or 2 good players away from competing. 
 

A team that is rebuilding or retooling such as ours would seem to value adding as much talent as possible rather than shooting for a superstar.

I'm the opposite. This is a deep draft in areas of improvement. Getting more draft capital is not a bad thing especially with a reshaping team and a new Regime.

Depends on your rationale.

If we're talking about trading down to acquire more picks for the rebuild, I can go along on with that.

If, as I think the premise of the OP lends to, it's just because the person you wanted at number seven isn't there, that's one I don't see it as realistic this draft. There are too many good options.

Tua, Burrow, Okudah, Young......2 potential star franchise QB's, a future star shutdown corner who also tackles very well and plays with a chip on his shoulder, and a complete force on the edge.

If not one of those 4 aren't there, then hopefully trade back with the Raiders for picks 12 and 19, they can get a QB.

Simmons - love him as a player, my thought about not adding?  Grab a stud Tackle with pick 12, then get LB Kenneth Murray or safety McKinney at 19

Brown - again, love the player, but I would rather get Kinlaw at 12 and then at 19 get a tackle, Murray, or McKinney

To me it depends on how far down we are talking about moving in the draft. If only 2-4 spots I think we can still get a player we want and need. If out of the top 12 then no way we should do it unless a king’s ransom is offered, there are way too many plug and play guys for our needs along the lines and secondary to trade down in the bottom half of the draft.
