How is Vegas getting money from a sports book operating in Charlotte?

In all the states it’s illegal to bet on sports the money has to go somewhere.

“Now that Gov. Roy Cooper signed into law legislation allowing sports gambling at two Harrah’s tribal casinos in western N.C., casino officials can begin adding infrastructure for sports books.”

For instance here the money would run through these two casinos or Vegas for the actual bet.
