Or really high on a handful of QBs this draft. Assuming Burrow is 1st... Tua, Herbert, Love are all in play at 7 or trade up.

Fair point; maybe TB is just a 1-or-2-year mentor for one of the more raw guys?

Though I'm not sure he would have signed without "no QB in first" assurances...

If he was only able to get $20M/year, he didn’t have much of a market and beggars can’t be choosers. Bears and Pats reportedly weren’t interested in him as earlier reports suggested. Saints chose Taylor Hillsom over him. Raiders got Mariota. Colts chose Rivers. Bucs are going all in on Brady and pushing Teddy off until that is sorted out. This is a crazy year for QB movement, and more coming in this draft and the next. Teddy in other years would be by far the best QB on the market. This year he’s one of nearly a dozen, and not at the higher end of the spectrum of available QBs.

He took the money and ability to start initially, probably had zero offers with true starting job security because no team views him as a franchise starting QB at this point, which is not surprising.
