No they didn’t. Not even close. Beckham, coming off an injury and being a massive headcase unlike Hopkins, fetched a 1st, 3rd and Jabrill Peppers (former 1st round pick whose value was probably somewhere around late 1st to mid 2nd round pick). Hopkins is a better player than Beckham without all those question marks. And David Johnson is useless with a massive contract for a RB, he’s a liability not an asset. Horrible trade for Houston.

Its a gamble on both sides.  One side is obviously gambling that the 13th pick will produce a good player, for cheaper.  The Colts are betting that Buckner will fill a immediate need and be better than someone they would snag at 13.  Looking back at recent draft history (which I consider relevant, while others don't)...DeForest is better than a majority of 13th overall picks.
