Not necessarily the case. Placing a 1st round tender simply avoids the more than likely bidding war we'd then be entered into if we placed a 2nd round tender on him.

More teams would be likely to give up a 2nd (or possibly a 3rd if negotiated) and attempt to sign him to an offer sheet. Even if we were to match, we'd then be roped into paying $7M-8M+ to retain him as opposed to the $4.667M projected 1st round tender price.

The 1st round tender just stops any possibly interested teams' lowball offers before even coming to the table. If they want him, they're going to have to pony up the cash and hand over that pick.
