I just see good offensive systems mitigating deficiencies in OL play.  They canalso make things easier for QBs with plays designed to gain leverage and allow for a quick out even if a pocket collapses.  

The Turner's were not bad at what you are talking about. They put up at least a competitive offense with a horrible line and Kylie Allen. If Cam was healthy Rivera may still be here right now.

The problem last year had less to do with offense and more to do with a defense that could not stop 11 of us.  Not that our offense was great, but the only way it was going to overcome the defense was to score every time it touched the ball or to hold the ball for 45 minutes per game and put up at least 30 points in the process.  Our defense was decent at rushing the passer and not much else.

Our offense over the past few years has not been good at putting people in a position to succeed.  It was a reflection of the coaching staff.  Rivera was very much a guy who wanted to line his 11 up against the other guy's 11 and see who could have their way.  The idea of adjusting, targeting weaknesses, and using wrinkles to create opportunities never consistently entered into the thinking.  It was like the same game plan, dusted off 16 times, and seeing what happens.

And that is the real difference we hope to see.  Contrary to the title, no offense can ensure success from the QB position, or any position.  But it can create opportunities that put players in a better position to succeed.  That seems to be the expectation of the new staff, in contrast to a staff who demanded players put the scheme in a better position to succeed.
