It's probably the safest assumption. Especially after that stunt he pulled with Indy. His supporters want to claim that he learned something from the Denver experience but where is any evidence of that? Especially if the rumors are true that he wants to implement sweeping organizational changes... again, just like he did in Denver.

Let me point out that your argument rests on two pillars here..

1) Marty Hurney is a better choice to run things

2) The Cleveland Browns just made a good decision

to be fair, the Browns might have needed them.  We did/do as well.  

Tepper's love for Hurney confuses the poo out of me, but I'm hoping we see some movement there after the draft.

Based on his stint in Denver, yeah I'm pretty confident #1 is unfortunately true.

The Browns weren't the only team in this year's hiring cycle that passed on McD. Everyone else did too.

He's just not nearly as hot of a candidate as the media and his supporters want to believe he is.

Well, it depends what you consider evidence.  His statements suggest he has changed.  I don't consider the Colts/Broncos situations similar personally.  I do not know if McDaniels really has learned from his mistakes, but a lot of his statements, and the statements of his players and other Patriots coaches, suggest he has.  Time may tell.

For me, I wasn't particularly enamored with McDaniels, I was just frustrated we didn't follow through on our other interviews.

Edit: Also confused by Tepper's description of the ... courting of Rhule.  Just sounds like Hurney is building the team completely now.

There's not exactly a whole lot of history to suggest that the Panthers make good decisions either.

Talk is cheap. Spurning the Colts after accepting the job was real. If the rumors are true that he once again wanted to implement sweeping organizational changes as a prerequisite if taking a job... oh wee mayne.

I don't think it matters if he spurned the Colts.  There was a clear misunderstanding on if he'd get to appoint his own coordinators/other coaches, he hadn't even inked anything, and the Patriots made a huge counter-offer.  I would bet this happens all the time, where one side gets cold feet; the Colts just jumped the gun since it was a 'new guy' in charge of the process.
