Who to blame, coach or GM?

And the answer is:  Both

To answer another question: was it Hurney's fault Cam got hurt in both of the last two seasons?  Nope.  Was it Hurney's fault that after the first injury/season, when doubts lingered about whether the shoulder would heal or how it would hold up over an entire season, that we did not pick up a former starter or experienced backup "just in case?"  Absolutely.  Especially when it was a "win or else" season.

I just want to make sure I am on the same page with your evaluation.   Are you implying that Hurney was at fault for Newton's injuries?  Trying to understand how this could make sense.

I have said before that yes, Hurney is partially to blame. Everyone with half a brain could see Cam was injured last year. Not hurt, injured. He let Ron keep playing him when he should have been taken of the field. We could have seen Allen 4 games sooner and known going into this offseason, an UDFA QB wasn't good enough. Offseason surgery required because, shocker, Cam was injured.

Fast forward to this year. Ron again plays Cam injured. Cam tried to hide it but anyone around guys that know your habits knows Cam wasn't right. He couldn't do his pregame ritual. Game 2, Cam re injures himself, out for the season.

Hurney didn't protect our franchise qb, and it's not like these things were hard to see. Cam is a franchise QB and as the most important player on the team, he has to be protected from himself, and it turns out RR.

I put that on him. And Gettleman did it too so no favoritism there.
